How Form E (ACFTA) Grants 0% Import Duty in Thailand, Philippines & SE Asia
Under the ASEAN–China Free Trade Agreement (ACFTA), importers can reduce their standard Most Favoured Nation (MFN) tariff rates from 10%–30% down to 0% by presenting a valid Form E Certificate of Origin issued at the China port of loading.
• Regional Value Content (RVC): At least 40% of the product manufacturing value must originate within China or ASEAN.
• Exact Document Matching: The Shipper, Consignee, HS Code, and Carton counts must match the Commercial Invoice and Bill of Lading identically.
• Electronic Verification (e-Form E): Most ASEAN customs ports now verify Form E certificates electronically via the ASEAN Single Window to avoid cargo clearance delays.
CINA Logistics provides end-to-end Form E application and verification through China Customs (CCPIT) for all sea and air consignments shipped to Southeast Asian ports.
SABER Conformity Certification (PCoC & SCoC) for Saudi Customs Clearance
All commercial cargo entering the Kingdom of Saudi Arabia through Jeddah Islamic Port or King Abdulaziz Port Dammam must be certified via the electronic SABER platform operated by SASO (Saudi Standards, Metrology and Quality Organization):
1. PCoC (Product Certificate)
Issued by an accredited conformity assessment body (CAB) per product model after technical test report review. Valid for 1 year.
2. SCoC (Shipment Certificate)
Generated on SABER for each individual consignment linked to the commercial invoice and customs manifest.
3. ZATCA FASAH Integration
Automated clearance linking the SCoC code to the FASAH customs declaration for seamless 15% VAT settlement.
When you ship under CINA Logistics DDP Saudi Arabia, we handle the conformity documentation and customs clearance under our local bonded entity.
China Golden Week & Chinese New Year Shipping Deadlines
Every year, China experiences two major operational shutdowns that disrupt global supply chains: the **October Golden Week National Holiday** and the **Spring Festival / Chinese New Year (CNY)** shutdown:
• Sea Freight (FCL/LCL): Secure container space and issue booking notes at least 3 to 4 weeks before holiday port cut-offs to prevent rollovers.
• Air Freight & Express: Ship high-priority goods at least 10 days before factory closures to beat airline peak surcharges.
• Supplier Readiness: Always confirm raw material availability with Chinese factories 60 days before CNY to avoid post-holiday production backlogs.
